Background: The magnetic cleanliness of past or present programmes for Science and Earth Observation has been extensively based on multiple dipole modelling at unit level using so-called Mobile Coil Facilities (MCF) and at system level e.g. in the Magnetic Field Simulation Facility (German: Magnetfeldsimulationsanlage, MFSA) of IABG. These facilities use a small number of magnetometers and employ rotational measurements to obtain a magnetic signature around a unit under test. Disturbances of the ambient field during the test can require several repetitions.

The rotation could be replaced by an increased number of fixed magnetometers. This could increase reproducibility and reduce measurement uncertainty while considerably reducing test time and operator expertise. Activity:
1) Study possible multi-magnetometer setups, which reduce measurement time below 1 s to allow obtaining a "snap-shot" of the magnetic signature for a unit. Focus on optimum number of magnetometers and optimal locations for minimum uncertainty and maximum reproducibilityof results. This includes consideration of combining individual magnetometers to gradiometer configurations.
2) Develop new softwareor adapt existing programs to solve the discrete inverse problem of finding the minimum number of magnetic sources able to cause the measured magnetic signature within an allowed uncertainty margin.
3) Build prototype facility for proof-of-concept, including a. hardware facility with magnetometers and/or gradiometers and mechanical unit support, b. automatic data acquisition system, c. modelling software based on 2) and report generator.
4) Verify with known magnetic sources like arrangements of dipole magnets, quadrupolesources and current-fed coils.

The objective of this activity is to develop, manufacture, characterise and validate European lubricants suitable for space mechanisms. European manufacturers of space mechanisms are highly reliant on space-approved fluids which are sourced outside Europe. In particular, cyclopentane oils - such as Nye 2001a - are routinely used in European spacecraft but are manufactured solely in the USA.As such, any political/economic action preventing their export, even if only of a temporary nature, could have important consequences on the ability of ESA-member states to produce fluid-lubricated mechanisms for space applications. Previously ESTL surveyed European-sourced fluid lubricants with potential for use in space mechanism applications (ESA-ESTL-TM-0021) and no European equivalent of Nye 2001a (a multiply alkylated cyclopentane oil) was identified.

Therefore, the purpose of the proposed activity will be to develop an European synthetic hydrocarbon oil suitable for use in space applications. This oil will have to have the ability to be formulated as a space compatible grease. The intended activity will consist of the following tasks: -Preparation of requirements specification, -Review and survey of relevant chemical compounds, materials, technologies and facilities, -Trade-off and definition of the candidate oils, -Definition of manufacturing specifications, processes and procedures, -Formulation of the most promising candidates, -Evaluation of rheological and tribological properties, -In-situ testing of the selected oils, At least 4 different oil formulations shall be fully developed and tested. Should the developed oil(s) be found acceptable for space mechanisms, then a follow on activity will consist of formulation a space compatible grease. To demonstrate the feasibility of beam hopping techniques by implementing the key technologies both at payload and ground segmentas well the required interactions, taking into account the results of system studies on the beam hopping in reduction of the on- boardDC power consumption as well as reduction in the mass by sharing one tube to serve several beams. Targeted Improvements: Beamhopping can match offered capacity with traffic demand. Compared to uniform power and bandwidth assignment per user beam, the beam hopping provides 50% reduction of DC power consumption. Using the beam hopping, one power amplifier can serve up to 8 beams providing significant saving in required mass particularly for multi-beam systems with user link in Ka band with a large number of beams. The proposed 'Bit Torrent' network is an adaptation of the well known internet data distribution model for mission operations. It is characterised by a high density mesh network of mini, non-pointing antennas on ground that act as seeders (uplinkers/downlinkers) for spacecraft when they are receiving commands and the mission centres or mobile terminals on ground when they are receiving mission or housekeeping data. The objective of this activity is to raise awareness in the space community about the cyber-security issue (both in the operations and in the supply chain) and to establish a general framework whereby ESA missions can define their own specific cyber-security requirements in order to guarantee reaching their mission-specific objectives and, consequently, protecting the image and the interests of the Agency in front of the external world. More in particular, the above mentioned framework for cyber-security of space missionsshall include as a minimum (i) guidelines to establish an Agency-wide policy, (ii) provide an inventory of applicable policies (if any) regarding cyberthreats, and (iii) a set of technical recommendations for the mission planning, design and procurement authorities for all categories of ESA space missions. The analysis should also result in indications about the projected impacts of the potential cyber-security threats and of the implementation of the proposed risk mitigation measures on the mission implementation schedule and resources (human and financial).

The objective of this ARTES 20 feasibility study is to assess the technical feasibility and commercial viability of space-based services to improve situational awareness in the Arctic. The arctic region is a frontier environment for human activities. Pressure isgrowing on the Arctic as an arena for multiple activities, in particular oil & gas, shipping, tourism, search & rescue, telemedicine, mineral extraction, ports & harbours as well as insurance. All these sectors are demanding strongly operational services providing better situational awareness in the Arctic.

The feasibility study is aimed at addressing the following needs expressed by the different user communities: 1. Reliable data provision regarding Arctic conditions and availability of infrastructure, including ice thickness and dynamics, Arctic sea routes, seasonal forecasts, etc. 2. Reliable communication and positioning mechanisms, in particular broadband communications and positioning of ships and helicopters. 3. Monitoring mechanisms assessing the environmental impactof an increase in Arctic operations.

Three space-based capabilities are relevant for integration into the potential services: EarthObservation, Satellite Navigation, and Satellite Communications. -Earth Observation data: for assessment of ice conditions and meteorology / sea-state. -GNSS signals: for tracking of ships and helicopters, and support to search and rescue operations. -Satellite communications, covering the lack of terrestrial infrastructure in many areas, and acting as an enabler of other services (datatransmission, search and rescue, etc). These space capabilities need to be complemented with appropriate cost-effective gap-fillers,for example airplanes/UAVs to cover gaps in Earth Observation data acquisition, radar and meteorological observations for surveillance, etc. The study content will include as tasks: stakeholder / user consolidation, refinement of user requirements, state-of-the-art analysis, service definition, system definition, proof of concept, viability analysis, and implementation roadmap

The European Space Agency (ESA - European Space Agency) launch an open tender for the selection of an expert to develop the conceptof a new building and provide assistance to ESA in the award of a design-and-build contract a new building in Redu, called the T03.Furthermore the expert shall supervise the construction and provide support for the final acceptance of the work. The objective of the project is to replace the technical building T01 at ESA Redu. The new building will host computer rooms, control stations, public spaces and offices.
