Understanding of Cooperation between ROSA and ESA in the framework of the Sentinel Collaborative Ground Segment

The Romanian Space Agency (ROSA), represented by Dr. Phys. Marius-Ioan Piso, President and CEO, and the European Space Agency (ESA), represented by Mr Josef Aschbacher, Director of Earth Observation Programmes, signed a bilateral Understanding of Cooperation in the framework of the Sentinel Collaborative Ground Segment.

As defined by the Declaration on the GMES Space Component (GSC) Programme, the GSC Core Ground Segment aims at providing primary access for GMES users to the Sentinel Mission data, as well as coordinated access to contributing missions. The GSC Collaborative Ground Segment may offer supplementary access to Sentinel Mission data either through specific data acquisition services, or specific data products.

In its capacity of Romania’s National Point of Contact (NPC) for the Sentinel Collaborative Ground Segment, ROSA has a mandate to coordinate activities for Romania, as GSC Participating State, and therefore act as an interface between ESA and national initiatives.

The present Understanding describes the first agreed national Sentinel Collaborative Ground Segment initiative for Romania, together with all necessary procedures, reports, responsibilities, timeframes etc. Through this first initiative, ROSA is going to create and maintain its own mirror archive of Sentinel data as part of the national ground segment infrastructure.

The infrastructure is aimed at providing the user community (governmental agencies and departments, scientific and commercial organisations, the general public) in Romania and possibly neighbouring countries with the means to access and process satellite data according to their specific needs. Initially, the geographical coverage of the Sentinel data made available on the National Mirror Site will be limited to Romania, but the aim is to extend this to cover the entire Danube and Black See basins.

ROSA will have access to the Collaborative Hub, a component of ESA’s Sentinel Data Access System that provides bulk dissemination capabilities for Sentinel data products.
